Anti-Social Behaviour - Other Actions That Can Be Taken
 
Other actions that can be taken to stop persistent anti-social behaviour include using the powers of the Civil Court (County) and other support interventions. Here are some examples:-
 
Acceptable Behaviour Contracts (ABC) - these can be used for young people (10-18) who have been identified by police or the local authority as persistently behaving in an anti-social manner.  They are voluntary agreements designed to engage an individual in acknowledging their anti-social behaviour, and its effect on others, with the aim of stopping that behaviour. Individuals are given no doubt that continued unacceptable conduct would necessitate further enforcement action e.g ASBO, Possession etc.
 
Parental Control Agreement (PCA) - can be used in cases involving children under 10, who repeatedly behave in an anti-social manner.
 
Mediation - can be used for neighbour disputes, for instance noise nuisance, disputed boundary, ASB, harassment etc. This involves trained mediators that bring both parties together to try to resolve their differences.  The process is whereby an impartial third party – the mediator –helps people in dispute work out an agreement. The aim is to get the people in dispute to reach a sustainable agreement and keep to it.
 
Injunctions - these are Orders made in Civil Court and are designed to restrain individuals from certain courses of action, or to compel them to take a course of action. As they are civil orders, hearsay evidence is acceptable. These Orders are effective and timely interventions and, if breached, may result in a term of imprisonment of up to two years being imposed. Injunctions are available to Local Authorities, Registered Social Landlords (RSL) and individuals.
 
Housing Support - access to appropriate supported housing that meets individual’s specific needs can be crucial in preventing and changing unacceptable behaviour. Substance abuse issues, anger management and other supportive measures are available in order to assist in the sustainment of tenancies.
 
Youth Diversion  - Making sure that young people have activities they can easily access and are appropriate for their age and particular needs can help prevent and reduce anti-social behaviour. The Youth Service, Youth offending Teams and local Community Safety Partnerships are crucial to delivering these interventions.
 
Counselling/Advice - Much positive work is carried out by agencies such as Connexions, Social Services, PCT’s, Drug and Alcohol teams etc. The most successful interventions are those that engage the individual in changing their own behaviour.
