What is Anti Social Behaviour?
 
The term “anti social behaviour” (ASB) covers many types of actions and behaviour, however we view it as “any behaviour that unreasonably and adversely affects the quality of life of other members of society”.
 
The Crime and Disorder Act 1998 defines it as “acting in a manner that caused or was likely to cause harassment, alarm or distress to one or more persons, not of the same household”
 
It is generally behaviour that is persistent and has a cumulative effect on victims. Although ‘one off’ incidents may cause harassment, alarm or distress we would not deal with this in the same way that we deal with persistent problems.  
 
There are many examples of what can be considered ASB and some of the more common ones that we deal with are;
·        Rowdy/inconsiderate behaviour (particularly by groups of young people)
·        Street drinking and its associated problems
·        Noise nuisance
·        Intimidation and harassment
·        Neighbour disputes
·        Vehicle nuisance (mini motorbikes in the main)
 
 
How do we deal with ASB?
 
We work in partnership with several agencies to find solutions and spend a lot of time and resources to divert young people away from ASB. Our policy is to always try to prevent ASB rather than punish young people once they have become involved in it. However when necessary we will use whatever enforcement action is required to prevent ASB.
 
We fund many educational activities aimed at making young people aware of the consequences and impact of ASB. We help to fund such things as skate parks and youth shelters and also put funding in to Youth Service projects.
 
We can ask offenders to agree to such things as Acceptable Behaviour Contracts (ABC’s), Parenting Contracts and Curfew Agreements or, for more serious and ongoing behaviour, we can apply to the courts for Anti Social Behaviour Orders (ASBO’s), Parenting Orders and Injunctions. We also work with Rykneld Homes and other social landlords to pursue sanctions against the tenancies of offenders, or the tenancies of their parents in the form of demotions and possessions.
